| Abstract: | The separation of the functions of government administration and the owner of state assets essentially involves the relation between government and enterprises in power and its changes. Taking the changes of power of government and enterprises as the mainline, the authors examine the relation of government and enterprises in power under the planned economic system and since reform and opening up separately. Then they prove the objective necessity of the separation under the socialist market economic system and how to separate the functions. |
