Abstract:The discussion deals with the elements and principles of control in general, control over insurance companies and control under conditions of financial universalism.Trends in the development of financial structure move in the direction of financial universalism. Financial universalism requires the observation of four groups of phenomena: (1) financial services, (2) financial markets, (3) risk and insurance, and (4) financial associations.It has penetrated the domestic environment in the form of cross ownership among financial intermediaries. Specific financial conglomerates, which embrace the totality of financial servires and function in different segments of the financial market, are formed.The anticipated control of the state over insurance companies should follow the logic of universalism and conglomerates, otherwise it could be deficient.A uniform system of control should be formed: at the very beginning it could assume the form of a public information system.
