Abstract:Since the early days of the industrial revolution, national governments have been closely tied to information technologies (IT), driving technological development and using them to pursue the business of governing. For example, revolutionary France funded the construction of an optical "telegraphe" network in 1793, to speed up military communications and permit Paris to exert greater control over what was then a huge country. The roles of the US., British, and Soviet governments in the early development of electronic digital computers are well known.
