| Abstract: | The article analyses some new aspects of functioning of the department for Special Drawing Rights of the International Monetary Fund (IMF). Monetary experts in some countries are not familiar enough with the functioning of this department.This is specially true of the new IMF members, i.e.Slovenia and Croatia, even though these two countries have been members of the Fund since December 1992.The 37 new member countries of the IMF have never participated in the allocation of the Special Drawing Rights, and neither have the successor states of formar Yugoslavia or former USSR.The objective of this article is to improve the understanding of this very specific problem area by member states.The main objectives of the article is to explain the nature and principal characteristics of the Special Drawing Rights and the methods and conditions for their employment.Within the framework of an analysis of the Special Drawing Rights the basic principles of the allocation mechanism of the Special Drawing Rights, their elimination, and their use for transactions and operations are explained.All this serves as a basis for the analysis of member participation in the work of the Department for Special Drawing Rights.At the end some conclusions are drawn ond assessments are made with regard to the advantages of membership in the Department, and main characteristics of future participation in the special department of the IMF. |
