Abstract:Offshore centers are very important for international finance, since, according to some sources, financial transactions performed via those centres account for half of all the world money transactions.Offshore centres are set up by countries without sufficient economic base for own independent development.Companies and individuals use offshore centres to perform transactions because they find global markets too regulated and nonaccommodating.A decision to perform a transaction via an offshore centre requires an in depth analysis of all factors, not merely tax releases, which such centres offer.The setting up of an "offshore centre" demands a rather complex decision, which, due to substantial investment requirements, should be well integrated into the strategic development of the host country.A hasty and thoughtless decision on establishing an "offshore centre" may result in a rather poor and uncoordinated adoption of a new legislative system, which can turn into an easy prey to international money laundry networks.
