Abstract:The analysis of the situation in banks in Crootia shows that in spite of the inherited problems of the past, which are still present in the balance sheets of banks, and some additional problems, which are the result of the war, there has been substantial development and a positive trend during the last five years. At the level of the whole banking system the key problem areas are immobilised assets and liquidity. With only one quarter of assets rotating, the banking system is in no position to secure cheap capital to the economy.Since the financial system is underdeveloped, it is not possible to find sources of finance with other financial intermediaries or to ensure them by issuing securities. The result is expensive financial mediation, illiquidity of the economy, lack of developmental initiatives and financial discipline. All this plays a vital role in keeping the alternative credit market , which is neither legally regulated nor controlled, alive. The main participants on this alternative market are savings banks and savings and loan cooperatives.Whereas savings banks have already been regulated by laws, other savings and deposit institutions still have to be regulated.
