Abstract:The gap in economy between the western area and the eastern area has widened continuously The major factor for it is the gap between these two areas in the structures of ownership and industries, the degree of marketing, the level of opening as well as the fund input. To narrow the gap, the following measures should be taken: 1 The state should adopt tilting policies, especially the industrial policy and financial policy. 2 The western area should make great efforts by itself and especially take vigorous measures to accelerate the development of non-state-owned economic sector, expand opening and introduce foreign investment, speed up the construction of infrastructure and develop township enterprises
