| Abstract: | The western area should speed up utilization of foreign investment by using "the new regional preferential policy". To do so, while attracting foreign direct investment, it should not neglect the issue of domestic matched funds, especially the backward area's. Foreign-funded enterprises should be allowed to produce by using the local materials and market products on the spot. Besides, they should be allowed to invest in more fields, such as retail trade and financial industry. The scope of experiment with BOT mode should be enlarged to attract foreign investment in this area. Under the condition that the state-owned assets do not drain, it can consider that foreign businessmen have majority stake. |
