| Abstract: | To expand greatly opening to the outside world, another "Hong Kong" is going to be created in Shenzhen. The key to it lies in grasping tightly the economic construction as the central task and developing rapidly social productive force. To this end, things should be handled according to the law of market economy and international practice on one hand, and the state should give the special economic zone the right of experiment in reform and opening up. New breakthrough must be made especially in such aspects as port management, import and export, money circulation, and entry and exit as well as practising national treatment. So as to make opening up develop deeply, involve broader fields and reach higher level. "Creating Hong Kong" should draw support from Hong Kong. |
