Abstract:According to a sample survey by a term of investigating the rural areas in Hubei province, the position of per capita net income of peasants in the country has rosin from 15th in 1995 to 14th now. But the state that the per capita net income is lower than the national average level still remains unchanged. The reasons found out according to the analysis of the available statistical data are as follows: 1. The industrial structure of "being heavy at one end" which refers to leaning to grain in agriculture has not changed as of yet. 2. The secondary and tertiary industries of families have developed too slowly. 3. The township enterprises' ability of "feeding agriculture in return when fully growth" is weak. 4. Peaseant's burden is too heavy. 5. Peasants' ability of investment and reproduction on extended scale is not strong.
