Abstract:Government regulations of the domestic economy increasingly arises as an issue in trade discussions and negotiation grows of its determining role in the openness of economies to international competition. Although regulation is intended to overcome market failures and provide economic or social benefits, it may be called for the enhance market failures and provide economic or social benefits, it may in some cases entail costs that exceed the benefits. In such cases, regulatory reform may be called for to enhance market openness and strengthen international competition, in both goods and service sectors, thus providing expanded opportunities for trade as well as for higher economic growth, consumer wellfare and innovation.
