Abstract: | The antidumping versus competition policy debate has flourished over the last ten years. Two main questions stand out in this debate. First, should competition policy criteria be substituted for antidumping rules? The authors' view, and that of many other authors, is that no solid case can be made for antidumping on the basis of economic arguments alone. Competition policy standards, which protect competition, are more adequate in dealing with unfair trade practices and promoting efficiency than antidumping rules, which protect specific competitors. Likewise, competition policy is perfectly compatible with trade liberalization, whereas antidumping is something of an anomaly within the current World Trade Organization (WTO) framework. |
