| Abstract: | China persistently opposes the practice f stimulating economic development with deficit financial policy. But at present, the economic environment will possibly make deficit tend to increase, thus exerting negative influence on the socioeconomic operation and bringing into play the function of finance, which we can not neglect. Drawing for reference the western countries' successful experiences in controlling deficit, China may take the following measures: shifting the mode of economic growth conscientiously, activating the stock of state assets to raise economic returns, strictly controlling and cutting down financial expenses, deepening the reform of tax system and strengthening the construction of finance-and tax collection related legal system. |
