| Abstract: | The structure with market as the base can effectively incorporate energy efficiency and stimulate technological innovation so as to realize the greatest improvement of environment with the minimum cost. Under the guidance of market, the government's macro regulation and control by economic and legal means are an indispensable link of environmental protection. Enterprises' economic returns and environmental benefits are fully incorporated through intense competition, which is both challenges and chances. If the public's environmental awareness and be enhanced really, they can play a supervisory role in environment management and "every one has the responsibility of protecting environment" will be realized. |
