Abstract: | If you had the misfortune , years ago, of using the Soviet banking system, you were probably at the mercy of a vile-tempered clerk at a musty branch of Sberbank, the state savings bank. Fast forward to your average bank in the Estonian capital of Tallinn today: attempt at transaction and you will face sleek counters manned by young, polite, English-speaking staff, peddling all sorts of services. This is but one indication of the radical transformation that banking in the region has undergone in the short period since 1991. |
