Abstract:Discriminatory public procurement constitutes an important barrier to trade, and the opening up of public markets to facilitate free trade on the basis of comparative advantage has increasingly been a target of regional trade agreements. In Europe measures designed to tackle this problem have been applied by the European Union, the European Economic Area and the Central European Free Trade Agreement (CAFTA). In the America the North American Free trade Agreement includes a significant programme on procurement and the issue is also under discussion in the context of the initiative to create a Free Trade Area of the Americas (FTAA).
