Abstract:The basic train of thought on reform of state-owned textile enterprises is as follows: to practise strategic re-organization of state-owned textile enterprises by taking the measures for "cutting the total volume, making re-organization, reducing personnel and increasing economic returns" under the back ground of the overall adjustment of central cities in a bid to make the state-owned textile enterprises turn losses into profits at the end of this century. The concrete tasks in 1998 and within the coming three years are to reduce 4.80 million spindles and 10 million spindles and to make proper arrangement for the placement of 0.60 million and 1.2 million laid-off workers and to realize a drop of loss of 3 billion yuan and the goal of the overall textile industry's turning losses into profits.
