Abstract:The following four demarcation lines should be drawn clearly in reform of state-owned enterprises: 1.demarcation line between forming asset-operating companies and forming group corporations. The former entrusted by the government should ensure the increase of the value of state-owned assets while the latter makes enterprises the independent entities with a legal person status. 2. demarcation line between relaxing the control over enterprises to make them revitalized and taking a laissez-faire attitude towards them 3. demarcation line between operating independently according to law and assuming responsibility for profits or losses. 4. demarcation line between increasing efficiency by downsizing staff and safeguarding the interests of staff and workers.
