Abstract: | Local governments hold comparatively special status and function in China's socialist market economy. Local governments' activities are far away from being regulated because they hold a double-status of "government" and "investor", and they play three kinds of roles of "administration", "management" and "investor". The engagement of local governments adds a special connotation into China's balanced model of macro-economic benefit with objective inevitability and makes the policy of local protectionism comparatively rational. |
