| Abstract: | At present, China divides investment projects into three big categories: public welfare project,infrastructure project and competitive project. According to the general principle of the government investment division and China's actual conditions, the division of the investment field and scope between the central and local government are as follows: the central government is mainly in charge of the investment of national defense projects, investment of projects concerning foreign relations and national public welfare while local government bears the responsibility of regional installation investment. In addition, considering the disparity of the development in different areas, it is necessary to establish expenditure-transferring system between the central and local government on the basis of extensive participation. |
