| Abstract: | The reform of State-owned enterprises (SOEs) in the country now enters a critical phase. Its success or failure is directly related with prosperity or depression of the whole national economy. The confusion of administration with management of enterprise in SOEs and absence of owners on their positions is the inner reason for the dilemma in which SOEs fall. The authors argue that putting owners on their positions is the only and fundamental way out for the reform and development of SOEs in a relatively long term. They also suggest some ways for putting them on their positions. |
