| Abstract: | The theoretical patterns of the optimized allocation of the state capital are to manage according to value, allocate according to equity, operate by non-state sector and flow in the market. In accordance with the need to develop the national economy, the state's flexible holdings of equity in various regions, industries and enterprises shall become an important way for directing the national economy, a new regulatory means at micro-economic level. The state's control on the legal persons' capital through the holdings of share can better play the leading role in the national economy. |
