| Abstract: | The themes of public finance and investment in transition are so important that the International institute of Public Finance has given the author the opportunity to organize a session on "transition economies" at its 53d international congress, held in Kyoto August 25-28, 1997. this session followed a conversation between Professor Hatta and the author in Jerusalem in August 1996 at the 52nd international Institute of Public Finance's congress. |
