Abstract: | The successful economic transformation of the former Soviet Union and Soviet bloc cannot yet be taken for granted. Hungary, Czech Republic and Poland, moving towards recovery and membership of the European Union, can apparently be expected to succeed. But these countries, as well as others in the transition process, must yet grapple with serious problems, one of the most significant of which is the transformation of the public sector and the establishment of local self-government. |
