Abstract:Development of a safe minimum standard (SMS) is proposed for the Florida manatee (hereafter as: mt./mts.) Analysis was conducted to determine if preservation benefits (here as: bfs.) of its recovery exceeded forgone development bfs. Measurable protection bfs. include local tourism revenues. To account for the more difficult to measure preservation bfs., a contingent valuation method (CVM) survey was sent to a random sample of Citrus County, Florida residents. The CVM survey described a hypothetical market to measure household willingness to pay (WTP) to protect mts. It was found that the bfs. of mt. protection greatly exceeded the development bfs. foregone by appr. from USD 8.2 million to USD 9 million, primarily related to eco-tourism. These results support an SMS policy at current population levels or higher.
