Abstract:This study examines the distribution effects of state lotteries on Germany's social structure based on a telephone survey conducted on a random sample of the German residential population. As highly taxed economic transactions, lotteries' returns make up a notable share of public fiscal revenues. The analysis shows that lotteries are a form of regressive taxation. Using key demographic indicators, e.g. age, citizenship, income and education levels, the effects of fiscal redistribution are shown.
