Abstract:The U.S. policy granting trade preferences to developing countries is discussed. The Generalized System of Preferences is described as an important item in North-South relations. The historic background of the present GSP policy is outlined. The key issues in the operation of GSP renewal in 1984 are described. The two basic goals of Reagan Administration concerning the question are summarized. The renewal is discussed as a part of a trade policy package. The problems and open questions of North-South relations are analyzed. Possible developments in U.S. GSP policy are outlined.
