Abstract:Custom, cultural barriers and regulation are still cause much difficulties to foreign bankers in Tokyo. Although Tokyo's offshore banking market opened the advantages are too small and the market is too restrictive. Neither the authorities nor the domestic banks want a real interbank market, without which foreign banks cannot prosper. In addition cultural barriers prevent Japanese businessmen to make a deal with foreign banks. To be successful, these banks have to employ good-quality Japanese staff and that is not an easy thing.
