Abstract:The British Treasury failed with its first experiments to implement performance-related pay into the Civil Service. The author explains why the scheme is so alien to the public service and Whitehall.He concedes that the scheme is aimed at motivation, but it can demoralize those, who are left out. The author concludes that it is important to introduce performance pay by gradual adoption of linking reward to merit.
