Abstract:A profound comparative study of the United States, Quebec and France on two main issues: how the hierarchic relations function in everyday corporate life and the manner of promoting the sentiment of belonging and the adherence to the mission of an organization. The results of the research reveal at which point diverge the problems of mobilization of staff in all of the there countries as well as the methods adopted to resolve them. It is essential to take into account the cultural background to elaborate a management strategy of human resources. However, this strategy is not sufficient for the participative model inspired by Japan to be implemented to achieve excellence.
