Abstract:The development of part-time employment is sometimes hampered by the rigidity of existing social security schemes, which were originally conceived only for full-time workers. Social security provisions are examined that constitute obstacles to part-time employment before considering a number of measures that could be taken to make the schemes more flexible and hence promote part-time employment both as a means of meeting the needs of many workers and as a form of work sharing that can help to combat unemployment. It could prove to be an effective means of promoting the development of new forms of work capable of reconciling economic efficiency with social progress.
