Abstract:The system of manpower management developed in the 1960s and 1970s that has served Japan so well is currently undergoing a transformation. The magnitude and direction of the changes in the employment and promotion systems inside Japanese companies are assessed. The most immediate problem is how to achieve significant reductions in employment levels. Other important challenges are identified: the need of flexible benefits to control wage costs, motivating employees in rapidly changing environment, and the blending of older system of dependence with the necessity to promote employee self-reliance, initiative, and creativity. A hybrid type of company is evolving with some of the flexibilities of Western-style ones.
