Abstract:At a time when the industrialised societes are faced simultaneously with high unemployment and an ageing of the working population, employment policy is in need of a thorough overhaul in order to provide people with work suited to their abilities at every stage of their lives. If technological developments fail to create enough jobs to absorb the currently unemployed and new labour market entrants, available work will have to be so redistributed as to ensure that large numbers of people do not remain inactive at the community's expense. This could be done by alternating periods of paid employment with non-working periods devoted largely to training, with ensuing benefits to the community and at no great cost to it.
