Abstract: | The authors study the role of percentage depletion allowance in (1) promoting upstream vertical integration in mineral industries, and (2) encouraging monopolistic integrated mineral firms to set "artificially high" prices that may create barriers to downstream entry. The paper gives a pioneering formal economic analysis of the foregoing issues. It clarifies previous disputes and examines unresolved policy issues. |
