Abstract:The idea that the primary managerial function is planning is especially true of human resources managers. There are widespread differences of opinion by personnel planners regarding the applicability of demotion as a management tool. Although demotion is supported in theory in the literature, it rarely occurs in managerial/professional ranks. Conversely, demotion occurs much more frequently with rank-and-file employees, especially where seniority systems are practiced. Demotion of managers and professionals is viewed as a "by-exception" policy, rather than as a planning technique with ongoing validity.
