Abstract: | The USA Department of Energy /DOE/ operates the government's uranium enrichment program, that has incurred a debt of USD 9,6 billion since 1971. DOE upgraded and expanded its three existing plants, and a permanent oversupply resulted. The nuclear industry is unwilling to recover the costs of oversupply; arguments are discussed and present situation is analyzed. DOE argues, that its losses should be written off. Congress supports the write-off, but consumer groups such as Public Citizen have argued that costs should be paid entirely by DOE customers. Uranium enrichment program is to be reorganized. |
