Abstract:In 1986 the Soviet Union authorized the creation of joint ventures with Western companies, thereby initiating opening up of its economy. Yet the results have not lived up to Moscow's expectations. Of the 1,200 joint ventures at end 1989, only 40 were truly operational. After examining the reasons of developing a strategy of cooperation between Soviet and Western capital and the motives of Western industrialists, the reasons for the disappointing results are indicated. They include a clear conflict of interests: for the Soviets the joint venture is created to feed the inner market and to export, while for the Westerners it is a means to get into this market and to transplant production.
