Abstract:Radical social reform must accompany Czechoslovakia's transformation to a market economy. The situation prior to the change of government in November 1989 (for example the obligation to work, hence no recognition of unemployment or its compensation, the implications of state control of trade unions, a declining services sector, the pauperization of pensioners and others) is described, and its influence on current social policy is analyzed. The new social reform programme is based on pluralism, on guaranteed, stable minimum conditions during transition and on an active employment policy, family policy and social security system linked with complementary schemes.
