Abstract: | Ghana is a small developing country with strong government intervention in economy. The paper explores the nature, significance and cost of rent seeking in Ghana, using a related model of India by Kruger (1974) and Mohammad-Whalley (1984). Rent seeking cost is measured both by import licences and by the premia on foreign exchange. The authors consider two years: 1981 and 1984, characterizing civil and military rule, respectively. |
