| Abstract: | An analysis is presented of the main conflicts that have formed Japan's privatization and deregulation between 1980-89. These conflicts may lead to further reforms in Japan's telecommunications system. In April 1990 the Japanese government will review the major law which provided for the privatization of NTT in 1984. The interests and policy positions of elite power groups are examined. |
