| Abstract: | Governments actively promote technological collaboration between firms, but its outcomes are mixed. Collaboration may reflect technological weakness, its international range is restricted to the global triad, and public policies and corporate strategies may be incongruent. So technological collaboration is unlikely to become as important as suggested by the 'techno-globalization' thesis. |
