| Abstract: | In the country's reform, Chinese leaders are practical and realistic. When making decisions and policies they boldly break through the confinement of some doctrines and take the attitude of seeking truth from facts. Their strategy is to greatly develop non-state-owned economy and promote the growth of the domestic markets through implementing open policy. One of the tactics adopted is to push forward the reform regionally , that means choosing one or a few districts which are large enough for the operation of the market economic system, expanding them to formulate a complete market system of the whole national economy. |
