Abstract:Representative Frank R. Wolf feels betrayed. Last year, the conservative Virginia Republican, a long-time critic of Beijing, swallowed hard to back continued U.S. trade ties with Chine. But the White House can count Wolf out this year. Outraged by China's bellicose behavior and President Clinton's vacillating response, he is whipping up support for linking Chinese trade privileges to Beijing's human-rights record. Vows Wolf: "We will make sure people have to confront issues such as China's persecution of Catholic priests and the starvation of children in China's orphanages."
