| Abstract: | This study focuses on the consequences of the formation of regional trade agreements on the ability to maintain effective multilateral cooperation. It is argued that the formation of free-trade areas can interfere with the ability to maintain low multilateral tariffs, both before the process of free-trade area formation begins, and once the process has begun during the transition to the fully implemented regional agreement. This model, however suggests that heightened multilateral tensions should be temporary, and that greater multilateral cooperation can reemerge once the new trading patterns are firmly established. |
