Abstract:This paper analyzes the phenomenon of the policy of starting domestic demand being of no effect in the course of its implementation. It considers that the more direct reason for it among many reasons may be the operation of macro policy itself. The policy of starting domestic demand by starting financial investment and using increment is correct under the conditions of sluggish domestic market, inadequate consumption, investment and export demand. But the government needs to correctly grasp the orientation of investment according to the principle of profits. The short-term policies themselves must be coordinated and short-term policies and long-term policies operate coordinately. The structural adjustment must be taken as the core in the operation of short-term macro economic policy.
