Abstract:The current economic situation is rather grim and pressures may exist for a long time. Under such circumstance, the reform and development of medium and small-sized enterprises becomes a key issue concerned with the stable growth of national economy and the maintenance of social stability. In order to be imbued with vitality, the premise is clear and definite property rights for medium and small-sized enterprises. Moreover, development of strategies as well as structure and organizational systems should adapt to the need of economic development. To bring the vitality of medium and small-sized enterprises into full play, government should do the following work: establishing a social foundation for various ownerships of economy to develop in harmony; creating free channels for the financing of enterprises; strengthen the market order; and so on.
