| Abstract: | The private operation of publicly-owned enterprises do not avoid the shortcoming of public ownership, but also overcome the drawback of private ownership. The theory of the private operation of publicly-owned enterprises relies on separating management from ownership. The way of separating two rights of socialist enterprises is to carry out share-holding, the contractual and leasing and contract system. The "Management-Bid" market should be set up in the local and the whole country. State legislative body should draw up laws and regulations concerned to avoid the short-term behavior by managers. |
