| Abstract: | The basic motive of issuing government bonds is to make up a financial deficit and balance financial revenue and payment. From 1979 to the end of 1992, the accumulated deficits reached 110 billion yuan (excluding foreign debt). Besides, issuing government bonds can also adjust financial activities to realize the goal of making money tight or easy . Moreover, it can also pool the social idle capital, thus increasing input in the state's key projects of construction . The ideas on its operation are as follows: 1. diversifying the term bonds' structure 2. adding the varieties of government bonds and adopting different modes of repaying capital with interest, 3. shortening the period of issuing to every quarter or every month. 4 improving the means of issuing. |
