Abstract:Direct public ownership means the pure public ownership that takes the freeman consortium as the media and unites directly with private ownership. Indirect one means the public ownership that takes the socialist country as the media and contains certain element or factor of private ownership. Both types have inner links but differ greatly. In the conversion of connotation of public ownership in China-a socialist country, all types of ownership and operation should be allowed. In regard to the geographical distribution of state economic sectors, the unified domain of public ownership should be broken and the small state enterprises be decentralized and invigorated.
