| Abstract: | Firstly, occupy and pay attention to strategic economic fields in the forms of foundation, security, public welfare and guidance. Secondly, quit the competitive fields,e.g. the fields of producing production for urban and township residents' living, development and enjoyment. Thirdly, improve the regional layout of state-owned economy. Fourthly, adjust the organizational structure of enterprises. The adjustments are conducted in the following three aspects: (1)decrease the number of enterprises, enlarge the economic scale of enterprises (2) concentrate necessary forces to run well the large SOEs and enterprise groups, and simultaneously to relax rules of management so as to active small SOEs. (3)attract non-state-owned economic shares to join in the reform of SOEs. |
